From the sound of their mandate, it seems that the Gates Foundation wants some political correctness cache to give their donations a more positive public relations impact: Third World, most vulnerable groups of the Pacific Northwest, etc.
Perhaps if you reminded them that native Hawaiians and Pima Indians are especially prone to diabetes, and that the latter group suffers especially from diabetic complications, they would see the value of a contribution.
