You're right. The shortage of organ donors is not just because the laws do not promote donation, but also because only people who die in a hospital with the proper equipment can provide suitable organs for harvesting. Also, since organs from very young or very old people are unsuitable, as well as those from people with certain diseases (cancer which may have metastisized, for example), the supply is greatly reduced from the theoretical maximum. I have read estimates that only about 2% of all deaths could provide organs medically suitable for transplant.
