I am very skeptical that inhaled insulin will be useful for type 1 diabetics. With our kids, 1/2 unit either way makes a big difference. It's hard enough with subcutaneous injections were absorption is (theoretically) complete. I can't imagine balancing exercise, diet and insulin dosages in a situation where I don't know exactly how many units (at least to the extent that we can judge 1/2 to 1 unit increments when drawing them up in a syringe) the kids are getting.
