The Santa Barbara Diabetes Project people may be innocent and not connected to the illegal activities of Loran but I believe it is hopelessly naive. This naivete may explain how the same group got suckered into dealing with Russian smugglers in the first place. I think it has been said here before that people will cooperate when there is a reason to cooperate. We are not suffering because someone is hiding valuable information. If I know something that is critical to an outcome but I do not have all the pieces myself I will get together with the owner of the other pieces and finish the job.
Industrial and scientific conferences are the best forum to get these cooperative efforts started. I wish the best luck to the SBDP but I doubt if it will make much of a difference.
