Joe, maybe he really does care, just more about keeping the status quo.
Maybe he just cares more about hanging on to a few miserable extra votes from the radical Greens /and so called "animal rights" factions .
Here we call Greens watermellons, (not in every case, but all too often) Green on the outside, red on the inside.
The N.Z. Labour Govt is a minority, it depends for its daily survival on support from raggle taggle bitsy parties like the Greens.
A recent article in the N.Z. listener (a respected National news weekly) suggested David Cunliffe might well be wrangling to become P.M., a job that will probably be vacant come November.(This is an election year, yes we still have a modicum of democracy in N.Z.)
So he could be trading off children's health and even lives just for pure political expediency.

What other conclusion can an observer come to?

It is interesting how most surveys taken on respectability of professions put politicians way down near the bottom of the list.Even below used car dealers!

(However, having said that, I do believe there ARE still a few fine less selfish politicians, who do consider the health and well being of their people).
